The main responsibility of NVE’s International Department is to manage cooperations with government agencies working within the renewable energy and water resource sectors.
There are two main categories of cooperation programs:
- Long term Capacity building programmes in selected partner countries in Africa, Asia and Eastern Europe financed by the Norwegian Ministry of Foreign Affairs.
- Donor Program Partner (advisory role) in selected partner countries in Eastern Europe financed by the EEA and Norway Grants 2014-2021 Mechanism.
The overall criterion for participation in programmes is that NVE’s involvement makes a difference, with focus on achieving sustainable results and goals.
NVE gives priority to work in areas falling under NVE’s mandate and responsibility in Norway, and where NVE can contribute experience from a public management perspective.
In addition to internal resources, NVE also include external expertise for work in areas outside NVEs core competence or when there is a temporary shortage of capacity.

Capacity building is the process of further strengthening the capacities of individuals and organizations to make effective use of national resources, in order to achieve their own sector goals on a long term and sustainable basis.
